Fact still pending
A finalized parent transaction can be followed by resolver work. Inspect request status and latest attempt.
Unresolved or stale
UNRESOLVED is a valid terminal protocol outcome. Stale means the canonical validity window elapsed; historical resolution remains readable.
Integration note
Do not resubmit automatically after a network timeout.
