Callback delivery is a separate state machine from canonical resolution.
Delivery states
States are NOT_REQUESTED, DISPATCHED, ACKNOWLEDGED, and FAILED_REPORTED. DISPATCHED does not mean acknowledged.
Contract truth
Callback success never defines canonical resolution success.
Integration note
Consumers deduplicate by callback ID and treat delivery telemetry separately from the verdict.
